I hope this puts to bed the theories on the Strange Man. I always thought he was an incarnation of Death/The Reaper, and the fact that he is following Arthur with tuberculosis and he is seen in a picture in the cholera ravaged Armadillo, well it seems pretty clear that people were overthinking it..
